They Are
Stealing
Our Neighborhoods.

Private equity firms. Shell companies. Platforms built to help citizens buy a home — that are scooping up the inventory before families ever get a showing. Predatory tax schemes that trap long-time owners into auctions. This is not a housing market. It is a coordinated heist. And it ends when people like you refuse to look away.

The Problem

This is not a housing crisis.
It is a coordinated extraction.

What is happening to all parts of Oakland — and to communities across America — is not accidental. It is modern capitalism working exactly as intended when corporations have unlimited funds and communities have no means to protect their assets.

Scheme 01
Corporate Buyouts & Shell Companies
Firms like Blackstone, Wedgewood, and thousands of anonymous LLCs are buying homes with all-cash, above-ask, inspection-free speed — pricing out every individual buyer before a showing is scheduled. More than 3 million US homes are owned by LLC entities not required to disclose who is behind them.
Scheme 02
Strategic Tax Notification Failure
Long-term homeowners are deliberately under-notified of tax obligations. They incur fees. They enter vulnerable legal status. Their property becomes eligible for county auction — where investors are already waiting. In 2023, A.L. Brown nearly lost this building through this exact mechanism. He caught it. Most people don't.
Scheme 03
Proposition 19 & Inheritance Tax Traps
California's Prop 19 (2020) stripped most children of the right to inherit a parent's low property tax assessment unless they move in within one year. The resulting financial pressure is forcing families to sell generational wealth that took a lifetime — sometimes generations — to build.
Scheme 04
Real Estate Platforms as Competing Buyers
Zillow, Opendoor, and similar platforms — built and marketed as tools to help you find a home — entered the market as active purchasers themselves, using algorithmic pricing and instant-offer tools to absorb inventory before it ever reached a family who wanted to buy it.
Scheme 05
A Generation Locked Out
Millennials and Xennials were not priced out of homeownership by income alone. They were timed out — entering their prime buying years just as corporations with cheap institutional debt flooded the market. The American Dream was not deferred. It was purchased wholesale, at scale, before they had a chance.
Scheme 06
Permit & Code Violation Harassment
Investors and developers use local code enforcement as a weapon — repeatedly filing complaints against long-time owners, manufacturing compliance burdens and legal costs designed to force a sale. It happens block by block, and it is happening in West Oakland right now.

Know Your Rights

What the law says —
and what it won't do without you acting first.

Oakland homeowners have more protections than most realize. You also have more vulnerabilities than anyone tells you. Here is what you need to know before it becomes an emergency.

Oakland's Just Cause for Eviction Ordinance
Oakland's Just Cause for Eviction ordinance (OMC 8.22.300) requires landlords to have a legally documented reason to evict. Corporate buyers frequently attempt evictions that violate this law — especially immediately following a sale or LLC transfer. If you receive a notice that feels pretextual, contact the Oakland City Attorney's Office or Centro Legal de la Raza immediately. Do not wait.
Property Tax Notification Rights
Alameda County must notify property owners of delinquent taxes by mail to the address on file. If your address is outdated, you will not receive notice — and you will still be held liable. Update your address with the Alameda County Assessor annually. Tax sale auctions can move quickly. You have the right to redeem your property before the auction finalizes — but only if you act in time.
Proposition 19 — Critical for Heirs
Prop 19 (2020) changed inheritance rules dramatically. Children who inherit a parent's home can no longer preserve the parent's low property tax assessment unless they move into the home as their primary residence within one year. Many families are being financially forced to sell properties they intended to keep. Understand this law before a parent passes — not after.
Shell Company Ownership — Your Right to Know
Most states do not require LLCs to disclose true owners. The entity attempting to purchase your building, evict you, or foreclose may be untraceable to any named individual. The Alameda County Assessor's Office and California Secretary of State database are your first resources. FinCEN's new beneficial ownership disclosure requirements (2024) now offer an additional federal tool.
Your Right to Bid at Tax Auctions
Alameda County holds public tax defaulted property auctions. Any person can bid — including neighbors, community land trusts, and nonprofits. Oakland City Council has called for the City to proactively acquire auctioned properties for affordable housing. Community organizations can also register for First Look programs for priority bidding.
Oakland Rent Adjustment Program
For properties built before 1983 with 3 or more units, Oakland's Rent Adjustment Program caps annual rent increases and requires landlord registration. If your building was recently purchased by an LLC and rents are spiking or maintenance is being denied, file a petition. It is free. It can halt illegal increases while your case is reviewed.
How and Where to File Complaints
File with: Oakland City Attorney's Office (illegal evictions), California Department of Real Estate (agent violations), Consumer Financial Protection Bureau (predatory lending), and HUD (housing discrimination). Document everything — screenshot every communication, photograph every notice, keep copies of all mail. The burden of proof is yours. Start the paper trail before you think you need it.
Free Legal Help in Oakland
Centro Legal de la Raza: free and low-cost housing legal services. Bay Area Legal Aid: covers Alameda County residents facing eviction. Causa Justa :: Just Cause: tenant and homeowner organizing. Alameda County Bar Association: lawyer referral. You do not need money to get legal help — but you need to reach out before a deadline expires. Call on the day you receive a notice.

For ongoing legal access: LegalShield is a membership service that costs approximately $20/month and gives members access to a full law firm — for questions, document review, letters on your behalf, and more. If you are a homeowner in any state and you want a lawyer on call before a crisis happens, this is worth exploring. This site receives no commission from recommending LegalShield. We recommend it because it works.
